PRE-ADJUDICATION SERVICES

1. Intake Services---  Includes a variety of services such as determination of probable cause to detain, extensive interviewing, assessment of offender risks and needs,  recommendations for counseling or treatment, recommendations for special conditions on supervised release, etc.

a. Screening / Assessment:  Part of the intake process which concentrates on gathering information about the individual offender in order to determine any special counseling or educational services that may be required, as well as determining the necessary level of supervision.  Such assessments may include but are not limited to drug abuse, alcohol abuse, educational deficiencies, aggressive behavior, and mental health issues.  

b. Conditional Release:  Release of an offender before Adjudication to remain in the community or outside of the community under the supervision of the KJPD so long as they comply with the conditions of their release or supervision requirements.  Supervision may incorporate treatment, counseling, education requirements, or electronic monitoring.  A violation may result in revocation of bond. 

c. Social History:  A background investigation which assesses offender risks and needs in order to provide the court with more information before disposition is imposed. 

 

SUPERVISION

1.  Progressive Sanction Levels--- There are seven sanction levels in the supervision system grouping offenders by risks/needs and providing the flexibility for supervising as intensely as is required.  Supervision Officers monitor compliance with the conditions of supervision and assist the offender in acquiring special services.   

2.  Intensive Supervision---  A type of supervision which requires a more intense plan for rehabilitation as well as incapacitation.  An Officer who manages an ISP caseload generally has a smaller caseload so as to increase the time needed to adequately supervise the offender.

3.  Compact Services--- Supervision of offenders placed on community supervision who do not reside in the county of adjudication and/or disposition but do meet specific eligibility criteria, may be transferred to another Texas County or State.
 

CONTRACT RESIDENTIAL FACILITES

1.  Residential Treatment Center (RTC)--- Provides 24 hour supervision and specialized treatment for offenders with problems such as drug or alcohol abuse, mental health deficiencies or emotional disorders.  The Kleberg County JPD currently contracts with:
a.  Bokenkamp (Corpus Christi)
b.  Coastal Bend Youth City (Driscoll)
c.  The Whitehouse (Conroe)"

d.  Roy Maas' Youth Alternative (San Antonio)

e.  Concho Valley Home For Girls

2.  Substance Abuse Treatment Facility )--- Residential facility designed to provide 24-hour supervision and intensive treatment for high need substance abuse offenders.  Kleberg County JPD currently contracts with:
a.  Shoreline (Taft)

3.  Bootcamp Facility--- Residential facility which utilizes a regimented military style supervision strategy along with other intervention programs.  Kleberg County JPD currently contracts with:
a.  Darrel B. Hester Juvenile Justice Center (San Benito)

b.  Judge Ricardo H. Garcia Regional Detention Facility (San Diego)

c. Kerr County Detention Facility (Kerrville)

d.  Robert Barnes Regional Justice Bootcamp (Corpus Christi)

 

CONTRACT DETENTION SERVICES

1. Contract Detention Centers--- A facility that incarcerates pre-adjudicated and post-adjudicated juveniles, for a specific period of time, awaiting a detention/ adjudication hearing or placement.  The Kleberg County JPD currently contracts with:

a.  Cameron County

b.  Kerr County

c.  Nueces County

d.  San Patricio County

e.  Victoria County

f.  Duval County

 

COMMUNITY SUPERVISION PROGRAMS / RESOURCES

1.  Electronic Monitoring--- The most restrictive tool in paralyzing an offenders mobility.  Electronic Monitoring is currently used in lieu of incarceration, as a condition of release and as a condition of their community supervision.  The system monitors the absence or presence of an offender at a given location at a specific time. 

2. Urinalysis--- Urine testing is used to determine whether or not an offender is involved with illegal substances, as well as to monitor ongoing offender compliance with the community supervision requirement of avoiding drug and/or alcohol use.   Kleberg County JPD operates their own lab, with the Abbott ADX Laboratory system. 

3.  Community Service Restitution--- A condition of community supervision which mandates an offender work a specified number of hours at a community service project in order to make restitution to the community for the crimes committed.  The offender is not financially compensated for services performed which accruing CSR hours.

CONTRACT SERVICE

I. STAR Program – Program that provides immediate response to and resolution of situations where a child is at risk, to reduce and nuetralize the conflict and stress.   

II.  Kleberg County Family Guidance– Cases having significant trauma and mental disorders are referred to Family Guidance. Services provided are individual and family therapy. 

III.  Deer Oaks - Cases having trauma and mental disorders, sexual abuse, and substance abuse problems are referred to Deer Oaks.  Services provided are individual and family therapy.

IV.  Psychological Testing Services - Services provided by Dr. Sharon Rogers. Services include psychological testing on court ordered condition of supervision cases that have been evaluated as requiring recommendations for treatment. Psychological battery tests include the following:

  1. Wechsler Abbreviated Scale of Intelligence – (WASI)

  2. Wide Range Achievement Test – 3 (WRAT)

  3. Bender Visual-Motor Gestalt Test

  4. Carlson Psychological Survey (CPS)

  5. Projective Drawings

  6. Adolescent Chemical Dependence Inventory- (ACDI-CV-II)

  7. Clinical Interview/Mental Status Examination
